A, permanent sign outside <br />Pine communicates the status of <br />water alerts. Cards in Payson res- <br />taurants explain why customers <br />must ask for water and warn rest - <br />room patrons not to waste it. The pattern was sim- <br />ilar in April. <br />That's a reversal of the typi- <br />cal relationship between new <br />and resale prices and another <br />sign that the area's housing <br />market is defying expectations. <br />It doesn't mean that new <br />homes are the dollar store of <br />housing these days.
