Purpose of the Strategic Plan <br />In 2001, the Colorado Water Conservation Board (CWCB) undertook a strategic planning <br />process. The purpose: to create a Strategic Plan that would provide the citizens of Colorado, <br />and its water users and others, with an understanding of how this organization will achieve <br />its mandate to Conserve, Develop, Protect, and Manage Colorado's Water for Present and Future <br />Generations in accordance with applicable state and federal law and regulations. <br />The Strategic Plan will be used by the Board to: <br />• Identify policy development needs <br />• Set program direction <br />• Define program and project priorities <br />• Develop staff performance goals <br />CWCB Mission Statement <br />Conserve, Develop, Protect and Manage Colorado's <br />Water for Present and Future Generations <br />Fundamental Goals <br />CWCB must develop and implement programs to: <br />■ Conserve the waters of the State for wise and efficient beneficial uses <br />■ Develop waters of the State to: <br />➢ Preserve the natural environment to a reasonable degree <br />➢ Fully utilize State compact entitlements <br />■ Protect the waters of the State for maximum beneficial use without waste <br />Manage the waters of the State in situations of extreme weather conditions — both for <br />floods and droughts <br />In addition, CWCB must maintain and sustain its autonomy and identity with respect to <br />other State and Federal entities, while collaborating and cooperating with local, State and <br />Federal entities and others, in service to the citizens of Colorado. <br />These Fundamental Goals apply to all of the major programs and projects undertaken by <br />CWCB, and to all the staff working within this organization. <br />Final <br />April 4, 2002 Page 2 of 5 <br />
