a. SPWRAP acknowicdges the financial nnd other contributions that the State of <br />Cotorado hs�s made, and may make in the futuro. Specifically, the State has becn <br />closely involved, along with water user representatives, in the twelve year <br />negotiating process that led to the PRRIP. In addition, the Statc has budgeted for <br />the current fiscal yeaz $5 Million to be paid to the PRi2II', and an additional $2 <br />Miliion for infrastructure related to Program compiiance. lt is anticipated that <br />additiona] budget appropriations to meet PRRIP obligations will be made by the <br />Stxu of Colorado in futwt years. Certain agencies of the State of Colorado, <br />including but not limited ro the Division of Wildlife aad Division of Parks and <br />Ouuloor Recreation, are water users in the Platte River basin, and such sgencies <br />may require coverage by thc Program. Howevcr, the diversions and depleaons by <br />these State agencies are comparatively small. SPWRAP has therefore created a <br />"Class X-1" membership specificrilly for xnd limited to the State of Colorado, and <br />agrees that the contributions previously made and to be made during the current <br />fiscal year, as described above, will be deemed payment of all SPWRAP <br />assessments for thc Class X-1 membership for the duraaon of the First Increment <br />of the PRRIP. <br />5.
