The Parties acknowledge <br />tfiat failure to mcet the monetary obligations owcd to PRRIP may result in <br />' suspension of PRRIP benefits and possible regulatory :iction by federal <br />agencies against Colorado, or wxter users within Colorado, under the ESA. <br />d. Human Resources. PRRIP contemplates that Colorado's interests will be <br />represenud by two membecs of the Governance Committee: One mem6er is to be <br />selected by the State of Colorado and one is m be selected by SPWRAP. The <br />Parties will consult with each other regarding thc selcction of these Govemance <br />Committee members. <br />i Colorado and SPWRAP will continue to cooperate in the formulatiop of <br />Colorado's positions on the implementation of the First Increment as well as <br />tE�e components of any later increments. <br />ii During the process of negotiating the PRRIP, a number of individuals with <br />relevant expertise have becm m�de available by DNR, and by SPWRAP and <br />its members, To the extent they believe they are able, DNR, SPWRAP and <br />members will conanue in the future to provide persons with such expertise to <br />assisi with negotialions, provide infomiation and counsel to Govemance <br />Committee members for Colorado and the Colorado wxter users, and to <br />p:uticipate on advisory committees of PRRIP. <br />iii At various times during the development of the PRRII', Coiorado water users <br />have, at their own expense, met with Federal legislators and natural resource <br />agencies to urge thtm to coatinue and/or increase the federal porfion of the <br />funding needed to operate the PRRIP. SPWRAP will continue such efforrs as <br />appropriate, and the Panies will coordinate in that regsud. <br />iv Acdvities in Colorado to mcet PRRIP obligations add further demands for <br />human resources beyond those necded during the negotiadon and <br />development of PRRIP. Some of these demands may ix met through <br />consultants or other independent contrac[ors; oifiers may be met through use <br />of employees of Colorado or of SPWRAP members. Further ageements <br />betwcen the Panies regarding how these human resources demands wiL be <br />met may be nccessary. <br />e. Accountine. The PRRIP requires Colorado to account for the water it re-regulates <br />for program purposes, and requires collection and repotting of data pertaining to <br />population growth, water sourc:es being relied upon for supplying new growth, the <br />acreage of irrigated agriculture and other matters. The Operating Committee will <br />develop and propose a process far collecting xnd analyzing relevunt data and <br />reducing it to a form suitable for submission to the Govemance Committee. <br />SPWRAP will require its members to report information related to the Program <br />reporting requirements as requested by the Operadng Committec.
