A Few Colorado River Compact Issues <br />The Colorado River Compact apportions the use of more water than is actually in the Colorado River most years <br />The Compact grants the Upper Basin States the right to use 7.5 maf, out of 17.5 maf allocated to the seven states by the Compact and to Mexico under the Mexican Treaty <br />Average flows in the Colorado River are measured at less than 17.5 maf most years. This may make it difficult for the Upper Basin states to develop a firm yield
