through the month of May, 2012, Tongue Creek is located west of the tunnel and <br />was the source of water last summer when the tunnel failed. NDIC is confident <br />that 40 cfs will be more than sufficient for the downstream users during the month <br />of May, 2012. <br />2. Bids for the proposed work: Attached hereto are the 2 bids for the tunnel and <br />the piping of the ditch. <br />a. Petty Construction Company is located in Grand Junction, Colorado, and <br />specializes in directional boring tunnels and sliplining tunnels with HDPE <br />fused pipe. Their proposal involves boring out the existing tunnel and <br />pulling the fused pipe through the tunnel when the boring machine is <br />removed from the tunnel and then grouting the tunnel. This proposal is <br />attractive as it does not involve any personnel entering the tunnel and will <br />be accomplished in a minimum amount of time. The grout material is an <br />expansive cement product that will ensure that there are no voids around <br />the pipe. The owner of Petty Construction, Tom Petty, originally obtained <br />the patent for the machines that currently are used to fuse HDPE pipe and <br />are the state of the art machines because they operate so quickly. Petty <br />Construction Company owns more of these fusing machines than any <br />other company in North America. Their operations extend world wide for <br />these type of operations. <br />b. Beavers Construction Company is located in Hotchkiss, Colorado, and has <br />extensive experience in piping irrigation ditches, pipeline construction, <br />and road building. They have sufficient number of experienced employees <br />and equipment so that NDIC is confident that the pipe project can be <br />completed by June 1, 2012. <br />3. Engineering: Kellie Knowles, P.E., of Westwater Engineering of Grand <br />Junction, Colorado, provided NDIC a feasibility study dated December 20, 2011, <br />which has been previously provided to CWCB and has been provided to all <br />bidders on this project. She is working on detailed engineering drawings for both <br />the tunnel and the piping of the open ditch. She will also provide her engineer's <br />cost estimate for both phases of this project.
