Ryan Edwards <br /> April 3, 2012 <br /> Page 2 <br /> constructed prior to depletion of Tongue Creek water availability, and before peak seasonal ET <br /> causes demand for the majority of water rights to be conveyed through the rehabilitated tunnel. <br /> Without canal system improvements described in Bid Schedule 2 Phase I. shareholders <br /> downstream from the project will have only 40% to 50% of irrigation water needed to sustain <br /> crops and their livelihood. <br /> We hope CWCB can understand that we separated the project into two Bid Schedules that <br /> require unique specialized construction qualifications, experience and equipment to meet the <br /> primary goal of tunnel rehabilitation. Construction completion of Phase 1 of Bid Schedule 2 is <br /> integral to Bid Schedule I for the 2012 irrigation season.
