Ryan Edwards
April 3, 2012
Page 2
constructed prior to depletion of Tongue Creek water availability, and before peak seasonal ET
causes demand for the majority of water rights to be conveyed through the rehabilitated tunnel.
Without canal system improvements described in Bid Schedule 2 Phase I. shareholders
downstream from the project will have only 40% to 50% of irrigation water needed to sustain
crops and their livelihood.
We hope CWCB can understand that we separated the project into two Bid Schedules that
require unique specialized construction qualifications, experience and equipment to meet the
primary goal of tunnel rehabilitation. Construction completion of Phase 1 of Bid Schedule 2 is
integral to Bid Schedule I for the 2012 irrigation season. Only the distinct phases of Bid
Schedule 2 can be separated in time between completion of Phase 1 prior to peak demands of the
2012 irrigation season and completion of Phase 2 that could be postponed until after crops are
harvested and still avoid major reduction in crop production or acreage of plantings.
Please feel free to contact our office if any further questions or comments arise from this critical
recommendation.
Respectful) ,
.c,Clce 1,1
C.
