Appendix A includes the Articles of Incorporation, and the Bylaws <br />for the Company are provided in Appendix B. <br />PROJECT SERVICE AREA <br />Local and regional municipalities own most of the shares of the Company. Local <br />governments and entities that own shares of the water include the Town of Crowley (62 <br />sh), Crowley County Schools (8 sh), the Town of Olney Springs (92.6 sh), the Town of <br />Ordway (445 sh), Colorado Dept. of Corrections (75 sh), and Crowley County (27.45 <br />sh). Larger and more remote regional shareholders include the City of Woodland Park <br />(230 sh), the City of Aurora (13,061 sh), Colorado Springs Utilities (21,084.75 sh), the <br />City of Fountain (435 sh), and Pueblo West (3 accounts totaling 360 sh). The service <br />area therefore extends from Colorado Springs south to Pueblo and east to Ordway. <br />A map (Figure 0) showing the relative location of the reservoir with respect to <br />other communities and the general service area is provided in Appendix C. <br />HYDROLOGY AND WATER RIGHTS <br />The source of water for the reservoir is the Arkansas River. Water is diverted <br />from the river about 15 miles downstream from Pueblo near Boone, Colorado, under the <br />storage water - rights that were appropriated on 3/09/1898. The diversions are conveyed <br />from the Arkansas River to Lake Meredith through the Colorado Canal at rates up to 760 <br />cfs. Most of the diversions, up to about 550 cfs, flow to a structure northeast of Ordway <br />where it is divided between Lake Henry and Lake Meredith, and then southward to Lake <br />Meredith. Flow rates in excess of 550 cfs are diverted out of the Colorado Canal into <br />Bob Creek and are conveyed to Lake Meredith through the Bob Creek streambed. <br />Storage releases are conveyed through the Lake Meredith outlet channel to the <br />Arkansas River, about three miles south of the reservoir. Portions of those releases can <br />be diverted into the Holbrook or Fort Lyon Storage Canals located between Lake <br />Meredith and the Arkansas River.
