Attachment To Colorado Water Conservation Board Water Project Loan <br />Application <br />Part A <br />#4. The La Veta Lake North Dam is an earthen embankment with a <br />reported d am height of 18.0 feet and a crest length of approximately <br />1,200 feet. The reservoir is the primary water supply to the Town's water <br />treatment plant, which is just downstream and west of the dam <br />embankment. While the dam has performed satisfactorily In the past, the <br />Colorado Office of the State Engineer's (SEO) dam safety inspection <br />report dated April 23, 2010 Identified a number of significant safety <br />deficiencies and concerns. The identified safety deficiencies and <br />concerns are summarized below: <br />1. Currently, there is no an operable valve on the outlet intake <br />located in the reservoir basin. Flow through the outlet pipe is controlled <br />by a valve located downstream of the dam and results in a continuously <br />pressurized outlet pipe through the embankment. This condition can lead <br />to uncontrolled seepage, internal erosion, or piping in the embankment <br />from pressurized water exiting through a hole or crack in the outlet pipe. <br />2. Based on an internal video inspection, the outlet pipe is in <br />very poor condition with several possible cracks or pipe joint separations. <br />Water could flow through these cracks and pipe separations. This <br />condition could lead to uncontrolled seepage, internal erosion, or pipe <br />along the outlet pipe; progressive embankment erosion; and eventual <br />failure of the dam. <br />3. There is an apparent abandoned outlet pipe and downstream <br />control valve located approximately 170 feet north of the primary outlet. <br />There are no plans or construction information available for the outlet, <br />which would provide the necessary details for evaluating potential safety <br />issues that could exist related to this embankment penetration. <br />4. Uncontrolled seepage exists along the downstream toe, <br />primarily in the vicinity south of the outlet works. The observed seepage <br />has not been historically erosive but represents long -term embankment <br />and foundation stability safety concerns. <br />Water Rights: <br />A copy of the recorded rights is found attached herewith. The town holds <br />a 1.5 cubic feet per second (cfs) right to an equal portion of Priorities 1 <br />and 3 for direct flow from the Cucharas River. The town also holds a <br />Priority 35 right to 1.48 cfs from the Cucharas River. The town recently <br />purchased a 2.0 cfs right to apportion of the Priority 14 right of the <br />Mexican Ditch.
