Alternative fin�ncing consider�t%ns: PAHA has nat inv�stigated altema�ive financing at <br />this time n#her than briefly considering a USDA loan but the paperwork and requirements were <br />too extensive and costly. <br />Collatera►: As security for the CWCB 1oan, PAHA can pledge water tap dues income and part <br />of the capital improvements in fhe PAHA annuai budget. <br />Economic Analysis <br />The ecanomic benef� of the project is considerabis. Without a disinfection system, the PAHA <br />water system would be shut down by the Colorado of Departmertt Public Health and <br />Environment resulting in a significant drop in property values. This wouEd cause a significant <br />adverse affect on both property and home owners if they try to sell their property. In addition, <br />hameowners wauid have ta ins#ail individual cistems and haul or purchase water. <br />Social and Physical Irnpacts <br />ihe project will have no social impact since it will insure the continued operation oi the PAHA <br />water system. The proje�t witl have minor physical impa�t during the construction as the fi(I fine <br />will be installed across property awned by PAHA and in existing road Right af Way. The road lay <br />out allows for alternate routes for a11 home owners. <br />Conctusions <br />1. Paradise Acres Homeawners Assaciation (PAHA} is a non-profit homeowners <br />association with the abiiity to enter into a contract w+th the CWCB for purposes of <br />obtaining a Watsr Project loan. <br />2. The projec# would provide for the continued delivery of water to the current residents as <br />well as future residents. <br />3. Tne total estimated cost of ihe project is $60,000. This will be funded by $5�4,000 from <br />ths CWCB Cortstruction Fund ioan and the remaining $�,000 wil� be funded by PAHA <br />funds as well as in-kind services. <br />4. PAh1A is eligi�le for a Ioan from the CWCB Watec Project Laan Fund �ecause the praject <br />is neGessary to avaid risk of damage fo human heatth ar well being and because #he <br />ne�d is not the result of negligence in the operation ar maintenance of the ir�frastrt�cture. <br />5.
