Ridgway Reservoir Micro-Hydro Project Loan Feasibility <br />Page 16 of 42 <br />Environmental and Re u� lator�Compliance Costs <br />Environmental and regulatory compliance costs will include costs to cover compliance with <br />required documentation of environmental compliance, analysis, pernuts and approval including, <br />but not limited to, NEPA, ESA, NHPA and the Clean Water Act. Tri-County Water has entered <br />into a reimbursement contract with the Bureau to cover NEPA and related costs. <br />O�erations and Maintenance <br />Based upon research done by the Electric Power Research Institute and experience with similar <br />sized facilities, the annual cost of operation and maintenance is estimated to be approximately <br />$210,000 per year. The turbine and generator are not expected to need significant overhaul work <br />during the 40 year analysis period, principally because the water coming from the reservoir (and <br />passing through the turbine) is clean and free from silt, sediment, and other debris. <br />FINANCIAL PLAN <br />As noted above, project construction costs are estimated to be between $13M and $18.2M. Tri- <br />County Water currently plans to provide these construction funds through the following sources: <br />Funding Sources Funding Amount <br />Project Loan Funds <br />1) Colorado Water Resources and $2,000,000 <br />Power Development Authority Loan <br />2) Colorado Water Conservation Board $10,000,000 <br />Loan <br />3) Qualified Energy Conservation Bond $6,500,000 <br />Funds from Tri-County Water Capital Remainder of <br />Reserves funds as needed in <br />order to satisfy <br />minimum equity <br />and debt coverage <br />requirements <br />Total Project Funding Available: $18,500,000 <br />
