NEPA Compliance and Permitting <br />Finalize LOPP <br />Ridgway Reservoir Micro-Hydro Project Loan Feasibility <br />Page 12 of 42 <br />issuing an RFP for completion of 30°Io design for the <br />project. <br />As a major Federal action, award of the LOPP will require <br />NEPA compliance. The District is working closely with <br />Reclamation to prepare the appropriate NEPA document. <br />The project will be located within areas previously <br />disturbed by construction of the dam. It will not affect any <br />sensitive biological species or habitat and it will not affect <br />any culturally sensitive area. Consequently, the appropriate <br />NEPA document will be an environmental assessment. <br />Pending finalization of the NEPA process, the District will <br />finalize the LOPP with the Bureau. <br />Power Purchase Agreement The District is currently in negotiation with San Miguel <br />Power Association/Tri-State Generation and Transmission <br />and also the City of AspenlMunicipal Energy Agency of <br />Nebraska to develop a power purchase agreement to sell <br />the output from the project of energy, capacity and RECs. <br />Finalize Financing The District will �nalize its project finance structure, <br />making a final decision about the optimal mix of financing <br />from potential financing sources in order to maximize the <br />return to the District. Final contracts for financing will be <br />signed after the LOPP has been finalized with the Bureau <br />and after the Power Purchase Agreement has been <br />finalized. <br />RFP for Final Design <br />The District will issue an RFP for final engineering design <br />specifications followed by a contract for construction. <br />Construction Project construction will begin with the ordering of items <br />that require long lead times, including the turbine/generator <br />equipment, butterfly valves and bifurcation fittings at the <br />existing pipe. <br />
