i

Furthermore, it is likely that the USACE or NRCS will require an official wetland delineation
verification before the project moves forward. An official delineation would likely requue additional
field work (probably two days, not including fen analysis, biological assessment, cultural resource survey
I '
I
(
I ,
or investigation for suitable mitigation locations) in order to provide data transects and to fine-tune the
preliminary delineation provided with this report, plus an additional day to verify the delineation with the
ACOE representative. Since either proposed project alternative is likely to result in the loss of wetland
habitat, a federal Section 404 (Clean Water Act) permit may be required. This permit will likely require a
biological assessment (wildlife habitat), cultural resource survey (historical and archeological) and
compensatory wetland mitigation, which is a factor that sllould be given due consideration during your
alternatives analysis.
This report is intended to provide a fundamental understanding of the wetland resource impact potential
, for the two proposed project alternatives. The information should enable CDM and other interested
parties to make a more informed decision with regards to project benefits and costs. Sugnet recommends
that a more comprehensive wetland delineation, biological assessment, and cultural resource survey be
conducted once the impact area can be nairowed to one project altei-iative. Sugnet also recommends
I' considering a design alternative that avoids fen wetland impacts if possible.
These findings are based on examination of the vegetation, soils and hydrology and available reference
' documents at the tiine of oi:u investigation. This report was produced in suppoirt of a request by CDM
Engineering for an unofficial wetland assessment.
I '
I '
I '
I ,
Please do not hesitate to contact myself or Sean Moore at (970) 259-9595 if you have any questions
concerning this report or to reqttest a cost estimate for further work as outlined above.
Sincerely,
Patrick Hickey
Wetland Scientist
SUGNET & ASSOCIATES, 1NC.
, Encl: Attachn:ent A: Figir•es
Figure 1: USGS Project Location tYlnp
Figme 2: Road Map
Figure 3a: Wetlmd ssessment Mn
' Fio sre 3b: Wetlmd ssessmerzt Ma
Figure 3c: Wetland Assessm.ent tLtap
Attachnaent B: Photo Docimzentation
'
I '
555 Rivergate Lane, 81-101 Durango, Colorado 81301 Ph.970.259.9595 Fax.970.259.0050 www.sugnet.com
