Segment: Outlet Antero Reservoir to Middle Fork South Platte River <br />Upper Terminus: Outlet Antero Reservoir at <br />(Latitude 38° 59' 37 ") (Longitude 105° 53' 40 ") <br />Lower Terminus: Middle Fork South Platte River at <br />(Latitude 39° 00' 40 ") (Longitude 105° 44' 23 ") <br />Counties: Park <br />Length: 11.8 Miles <br />USGS Quad(s): Antero Reservoir, Antero Reservoir NE, Hartsel, Sulphur Mt <br />ISF Flow Recommendation: No ISF Recommendation/No Data Collected <br />Summary <br />The information contained in this report and the associated instream flow file folder forms the <br />basis for staff's instream flow recommendation to be considered by the Board. It is staff's <br />opinion that the information contained in this report is sufficient to support the findings required <br />in Rule 5.40. <br />Colorado's Instream Flow Program was created in 1973 when the Colorado State Legislature <br />recognized "the need to correlate the activities of mankind with some reasonable preservation of <br />the natural environment" (see 37 -92 -102 (3) C.R.S.). The statute vests the CWCB with the <br />exclusive authority to appropriate and acquire instream flow and natural lake level water rights. <br />In order to encourage other entities to participate in Colorado's Instream Flow Program, the <br />statute directs the CWCB to request instream flow recommendations from other state and federal <br />agencies. The Colorado Division of Wildlife (CDOW) recommended this segment of South <br />Fork South Platte River to the CWCB for inclusion into the Instream Flow Program. The South <br />Fork South Platte River is being considered for inclusion into the Instream Flow Program <br />because it has a natural environment that can be preserved to a reasonable degree with an <br />instream flow water right. The CDOW is very interested in protecting stream flows in the <br />stream reach because they own and lease land along this section of the South Fork of the South <br />Platte River. <br />South Fork South Platte River is a tributary of the South Platte River. This river is <br />approximately 32.3 miles long. The South Fork South Platte River originates southwest of <br />Fairplay at approximately 11,715 feet and terminates at the confluence with the Middle Fork of <br />the South Platte River at approximately 8,800 feet. The river is located in Park County. The <br />total drainage area of the river is approximately 200 square miles. The South Fork South Platte <br />River generally flows in an easterly direction. There are no significant tributaries to the river <br />within the reach. The subject of this report is a 6.7 mile segment of the South Fork South Platte <br />River beginning at U.S. Highway 285 and extending to the East Section Line of Section 24 <br />Township 12 South Range 77 West of the 6th Principal Meridian. (see Figure 1). This segment is <br />located south of the Town of Fairplay. To date, the staff has received only one recommendation <br />for this reach. This recommendation is discussed below. <br />Instream Flow Recommendation(s) <br />Trout Unlimited has recommended a 16 cfs summer flow and a 4.0 cfs winter flow (See <br />Appendix B). <br />3 <br />
