The HSWMP has
been awarded a Water Supply Reserve Account (WSR.A) grant to develop a shared vision
planning (SVP) process to improve stream flows in the North Fork of the Cache la Poudre and
mainstem Cache la Poudre above the confluence of the North Fork. This SVP process centers
around a series of workshops and an interactive shared vision computer model (SV1Vn that can
incorporate operational, hydrolagic, water rights, flow recommendations, and criteria for
ecological and biological components into a river flow regime in order to fully assess reservoir
operations alternatives.
Funding from the WSRA will focus on the development of the SVM. The model will be built
collaboratively to a11ow evaluation of the alternatives to see how well they meet consumptive
and non-consumptive use needs of the participating stakeholders. The major deliverable will be a
shared vision model that includes water righs components, water operational and hydrologic
components, ecological and biological criteria.
Si;IvIMARY OF TASKS (Describe each tasl the method or procedure that will be used to
accomplish the tas7 who wild undertake the tasl and a description of the deliverables that will
be produced upon successful completion of the task)
Task l: Develop the SV'M including the analysis of hydrologic conditions,
project water rights, and reservoir operations.
Accomplishing Task 1 will require the collection and compilation of HSWMP participant data
associated with water rights, water operations and hydrologic components for submittal and
input into the SVM. This data and associated components will be obta.ined from the MODSIM
