Water quality issues related to Sulphur Gulch Reservoir are currently the subject of on-going litigation. <br />We understand that this litigation will be resolved in July of 2007. Accordingly, the assessment of water <br />quality issues will not be initiated until late summer. The exact scope of this portion of the study is <br />difficult to determine prior to resolution of the pending litigation and prior to the quantification of the <br />magnitude of potential changes in stream flow. A water quality specialist with experience in the <br />appropriate water quality issues will be added to the Study Team. Input from the Steering Committee <br />will be secured prior to the selection of this specialist. <br />4.9.4 General EnvironmentaVPermitting <br />A complete understanding of permitting and general environmental issues is critical. A general <br />environmental specialist will be added to the study team to address the following potential issues: <br />• Wetlands <br />• Terrestrial Wildlife <br />• Threatened and Endangered Species <br />• Cultural Resources <br />• NEPA Compliance and Ability to Secure Permits <br />NEPA and permitting issues will be evaluated for all alternatives. A study of general environmental <br />issues will be required for all alternatives. An environmental specialist with local experience in these <br />issues will be added to the Study Team. Input from the Steering Committee will be secured prior to the <br />selection of this specialist. <br />4.10 Final Selection of Phase 2 Alternatives <br />Analysis results of the initial study alternatives will be presented to the stakeholders. Following this <br />presentation a final suite of alternatives will be selected. It is anticipated that some of the initial mix and <br />match alternatives will be optimized or reconfigured in this portion of the Phase 2 study. <br />4.11 Further Alternative Evaluation as Required <br />Additional technical evaluations will be conducted as required, in response to the reformulation or final <br />selection of 10825 alternatives. <br />4.12 Report Preuaration <br />A comprehensive draft summary report will be prepared for review by the Steering Committee and <br />project stakeholders. This report will summarize each project alternative in the context of evaluation <br />criteria selected by the Steering Committee. <br />A final report will be prepared following the review of the draft document. A hard copy of the final <br />report will be delivered to each of the project stakeholders and funding partners.
