13. Some reservoirs may require some level of permanent pool for recreational, environmental, <br />or aesthetic purposes. Discussions with the participant's Work Group will be required to <br />address this issue. <br />4.8 Initial Selection of Phase 2 Alternatives <br />The structural and non-structural elements will be configured into initial Phase 2 alternatives. An <br />environmental review of these initial alternatives will be subsequently completed. <br />It is anticipated that three types of alternatives will be developed; stand alone, multi-purpose, and mix <br />and match alternatives. The Study Team will provide a specific list of recommended alternatives, and <br />the actual alternatives that are evaluated will be selected by the project Steering Committee members. <br />Identification of stand alone and multi-purpose alternatives will be relatively straight forward. <br />However, numerous mix and match alternatives are possible. Grand River will initially recommend the <br />evaluation of a reasonable number of alternatives that represent the range of potential mix and match <br />scenarios that appear to be possible. It is anticipated that these alternatives will be subsequently <br />modified to some extent in the final portions of the Phase 2 study. <br />4.9 Environmental Evaluations <br />The potential environmental affects of each alternative will be investigated. Key areas of environmental <br />study will include stream flow, fisheries and recreation, water quality and general environmental. We <br />propose to assess three scenarios; a no action scenario, a status quo scenario, and a 10825 scenario. We <br />anticipate that definition of the no action and status quo scenario could require considerable steering <br />committee input. The implications of the no action scenario will be described in the text and not <br />assessed in an analytical manner. <br />The 10825 assessment will utilize recent environmental studies to the extent possible. For example, <br />numerous environmental and economic investigations related to Ruedi Reservoir and the Fryingpan <br />River has been completed through work of the Roaring Fork Conservancy. We will coordinate with the <br />Roaring Fork Conservancy throughout the study process. <br />Also, a Roaring Fork Watershed Plan is under development by the Conservancy, through a contract with <br />the Ruedi Water and Power Authority. We will utilize technical information developed in the plan to <br />the extent possible. Several of the stakeholders participating in the Roaring Fork Watershed Plan are <br />also involved in the 10825 alternatives study.
