4 � a <br />THIRD DRAFT <br />COLORADO/WHITE/YAMPA RIVER BASINS <br />ENERGY DEVELOPMENT WATER NEEDS ASSESSENT AND <br />WATER SUPPLY ALTERNATIVES ANALYSIS <br />PHASE II PROPOSED SCOPE OF WORK <br />November 18, 2008 <br />Introduction and Back r� <br />In 2005 House Bi1105-1177, the "Colorado Water for the 215Y Century Act", was signed <br />into law. Among others, the bill provides for the creation river basin roundtables. Each <br />basin roundtable is charged with formulating a water needs assessment, conducting an <br />analysis of available unappropriated water, and proposing projects or methods for <br />meeting those needs. <br />In 2006 the House Bi1105-1400 was signed into law. HB-1400 provides a source of <br />funding for basin roundtables to conduct assessments. <br />In January, 2007, the Colorado Water Conservation Board approved a$300,000 grant to <br />the Colorado and Yampa/White River Basin Roundtables to complete a water needs <br />assessment related to energy development in Northwest Colorado. In early 2008 work <br />began on Phase I of the assessment, which included a comprehensive estimate of water <br />demands for natural gas, coal, uranium, and oil shale energy development. In addition to <br />these direct demands, the study also estimated the indirect demands brought about by <br />population growth related to energy development and electrical generation needed to <br />serve the energy development. Phase I also included a listing of water rights owned by <br />energy compames. <br />The Phase I Final Draft report was released on September 28, 2008 and was forwarded to <br />the basin roundtables for their approval in October. <br />T'he Phase II effort will model the demands developed in Phase I using the State of <br />Colorado's Decision Support System. <br />The purpose of the following proposed Phase II scope of work (SOW) is to provide <br />guidance to consultants developing proposals to perform the study. The SOW is intended <br />to be skeletal and conceptual form, recognizing the study consultant will bring their <br />experience and knowledge to bear to add detail, flesh-out the skeleton, and perhaps <br />suggest changes to the concepts identified here. <br />There is a joint committee of the Colorado and YampalWhite Roundtables that manages <br />and serves as a technical steering committee for the study. It is expected that the <br />committee will continue in this capacity for Phase II. <br />
