MVIC-Summit Irrigation Company Feasibility Study <br />Scope of Services <br />The WSRA grant approval is limited to $39,300. <br />GENERAL <br />This study will be used to identify the basic framework of how a merger could potentially benefit the <br />two irrigation companies (Montezuma Valley Irrigation Company and Summit Reservoir & Irrigation <br />Company). Information developed from water users in both systems will form a foundation for <br />completion of the tasks and will provide a platform for shareholders in both irrigation companies to <br />evaluate whether the concept of inerger warrants additional study and effort. <br />The study will evaluate the multiple needs of the water users in the area and determine what is required <br />for a successful merger in terms of capital and commitments. MVIC is considering the expenditure of <br />capital to restore storage capacity to the system and improve delivery canals and these improvements <br />may also facilitate Summit's operations. The potential acquisition of Summit's assets by MVIC will also <br />need to consider potential impacts to other water right interests. <br />SCOPE OF SERVICES <br />An engineering review of the water rights associated with the Summit Imgation Company will be <br />performed. This portion of the study would analyze and outline the benfits and drawbacks associated <br />with the two irrigation districts merging soley based on a perspective of water rights and water <br />planning. Additionally, the evaluation will consider potential impacts to other area water right <br />holders, including the Dolores Water Conservancy District. <br />• Historic diversion records and irrigable acreage will be documented and used to determine <br />system wide efficiency. <br />• Trends will be searched for to determine if there are changing patterns of use such as changes <br />in irrigation. The causes of changes may be from water users adjusting to gradual aging of <br />existing infrastructure or possibly adaptation to better management practices. <br />• Interviews will be held with shareholders in both systems to identify concerns that may need <br />additional study. We will specifically target a balanced set of interviews between proponents <br />and opponents that are presently known. We will also make a concerted attempt to talk with <br />shareholders that represent significant agriculture in the basin from both systems. <br />• Results may identify potential system efficiencies that may be realized, potential for injury to <br />MVIC or other water rights in the basin and expected benefits or liabilities that may accrue <br />from a merger or acquisition. It may also identify potential for changes in the decrees that <br />could be used to improve systems operations. <br />DELIVERABLES <br />An engineering report will be produced that summarizes the findings outlined in the tasks above. This <br />report will serve as planning documents for future work. It will identify from a technical viewpoint <br />
