� <br />� <br />� <br />� <br />� <br />I ' <br />_ ' 1 1 �11,� <br />The City of Victor's Dam No. ? is located on the East Fork Creek w�hich is Tributary to West <br />Beaver Creek. Dam No. 2 is positioned on the southern flank of Pikes Peak approximately 5.5 <br />miles northeast of the City of Victor in the SW1/4 of the NWl/4 of Section 2, Township 14 <br />South, Range 69 West in Teller County, Colorado. Figure 1 is a vicinity map which presents the <br />general location of the dam. The purpose of this report and supporting documentation is to <br />update the Phase I Feasibility Study which was completed in Mazch of 1987 by Greenhorne and <br />O'Mara, Inc (Reference 1). <br />II. �TiTDY BACKGROUND <br />, In March of 1984, the City of Victor informed the State Engineer's Office (SEO) that longitudinal <br />cracks had been discovered in the Victor No. 2 Dam. As a result of subsequent inspections, the <br />, SEO placed a storage restriction on the dam. The City was required to lower the spillway about <br />1.5 feet which resulted in a loss of about 23 acre-feet of storage. <br />In March of 1987, Greenhorne & O'Mara, Inc. (G&O) completed a Phase I Feasibility Study in <br />order to consider alternatives to rehabilitate the dam. fihe 1987 Feasibility Study recomtn�nded ;: <br />that the dazn embankment be raised 5.5 feet and extended along the downstream face at <br />2.25H:1 V slop� to provide additional stabi�ty. In addition, the emergency spillway would be ' <br />widened to 42 feet utilizing side slopes of 2H: l V and raised 1.5 feet back to its original elevation <br />. � .�,. <br />of 10,392 feet. This would restare the reservoir back to its original capacity of about 210 ,acre- �' <br />feet. The City of Victor has water rights to stor� 202.77 acre fi�i.;3`The top 5 feet of the e,a�isting � <br />dazn is made up of material which is poorly compacted and the 1987 Feasibility Study <br />recommends that this material be removed and replaced with � properly compacted material. ;�' <br />These modifications were designed at a conceptual level for 1/2 ofthe Probable Maximunl Flt�od ` <br />(PMF). ° Because of financial restrictions, the City never completed the recommended dam <br />improvement and only minor rehabilitation has been completed to the dam since 1987. <br />III. STUDY OBJECTIVES <br />The main objective of this update is to bring the 1987 Feasibility Study into compliance with the <br />current guidelines and standards of both the Colorado Water Conservation Board (CWCB) and <br />the SEO. In addition, the City is concerned that if a lazge accumulation of sediment has been <br />deposited in the reservoir over time, raising the spillway to the elevation recommended in the <br />1987 Feasibility Study may not increase the storage capacity to 202.77 acre-feet. Therefore, <br />three alternatives were studied as a part of this update. <br />
