Feasibility of the Upgrade <br />of the <br />Blue Lake Owners' Association Water System <br />Proj t Sponsor <br />The Blue Lake Owners' Association (BLOA) is a Colorado Non Profit Corporation. Articles of <br />Incorporation and Bylaws aze included in Appendix A. <br />The Company's facilities, built about the tum of the century, are located on the Blue Lake <br />Planned Unit Development, about 7 miles North East of Basalt. They consist of 3 main ditches <br />traversing the PUD, 2 headgates to divert water into the delivery ditches, 3 wasteways to return <br />excess water to Blue Creek and approximately 6 miles of ditches. The ditch has a capacity of <br />3.89 CFS with an ability to supply about 7.74 acre-feet of water per day during the irrigation <br />season. <br />� � . . � . � <br />The service azea of the BLOA includes approximately 200 acres of open space, pazks and homes <br />in Eagle County. <br />���� � �� ' � <br />The BLOA is undertaking this project in an effort to conserve water by supplying raw irrigation <br />water to the open spaces, parks and owners lots. <br />:_ � ��_. � � . _: ��a <br />A range of alternatives were considered including; 1) Don't build the project, 2) Limit the azea of <br />lawn per structure, 3) Xeroscaping for the open space, parks and owners lots, 4) Sell water rights <br />and use the proceeds to offset other water deliveries, 5) Open ditch irrigation, 6) Surface pipe <br />irrigation, 7) Underground main supply irrigation system. <br />Page -1- <br />
