BLOA is a formal homeowners association with power to collect assessments from
its membership. They are requesting a$900,000 Authorization from the Construction Fund, 75 %
of the estimated total cost of $1.2 million.
BLOA wants to construct the new system because the cost of potable water from Mid Valley
Metropolitan District (MVMD) is increasing. MVMD has more delivery commitments than it
can supply with its existing infrastructure. A recent rate increase has already raised the total cost
of summer watering about $100, and further rate increases are expected.
The Association owns direct flow ditch rights that can be used for irrigation. They need- to
construct the infrastructure (pumps, valves, and pipelines) to distribute the water to open space
and to the individual lots.
The Association members worked together to complete a draft feasibility study, with the
assistance from the Natural Resources Conservation Service, Glenwood Sprinas oce. They
considered 7 alternatives in aniving at their selected project.
DISCUSSION
The purpose of the project is to provide raw water irrigation for parks, open space, and
individual owner lots with a total surface area of about AA 31 acres.
