Executive Summary <br />Aurora, Colorado is a primarily residential community of 300,000 people in the eastern <br />Denver metropolitan area. The service population is expected to exceed 500,000 people <br />within the next 30 years, and the City's water utility, Aurora Water, has been charged with <br />increasing the reliability of the current system as well as providing for the water needs of <br />the future water community (excerpted from Binney, 2006). <br />Aurora Water has developed a diverse raw water supply system to meet current water <br />demands. The water supply comes from three major river basins withixi Colorado and is <br />sensitive to dry or drought conditions. During average and above average years, the water <br />supplies are ample to meet the City's water demands. However, during dry conditions, <br />water supplies are limited because the water rights owned by Aurora are relatively junior. <br />The Prairie Waters Project (PWP) is a key part of Aurora Wate�'s comprehensive water <br />resource planning. To meet the demands of its existing customers in dry years, and to meet <br />the increasing demands on the system in the future, the goal of the PWP is to supply 10,000 <br />acre-feet of water per year (ac-ft/yr) by 2010 and 15,000 ac-ft/yr by 2017. Aurora Water will <br />accomplish these goals using reusable effluent from its existing portfolio of decreed reusable <br />water rights, supplemented by lawn irrigation return flows and junior water rights. <br />A key component of the Prairie Waters Project is the Conveyance System, consisting of <br />water transmission facilities including three pumping stations and 60-inch diameter <br />pipeline to convey water from the North Campus near Brighton to new water purification <br />facilities located near Aurora Reservoir. <br />This document was prepared as part of Aurora Water's Construction Fund Loan <br />Application to the Colorado Water Conservation Board. This document provides an <br />overview of the Prairie Waters Project, a description of the project components, specifically <br />Prairie Waters Project Bid Packages E, G, H and I(the Conveyance System), a discussion of <br />alternatives considered and technical feasibility, a summary of Prairie Waters Project <br />Conveyance System cost and implementation schedule, as well as a discussion of financial <br />feasibility. <br />
