Portions of
the pipeline alignment are within the City municipal limits and portions are outside, in Arapahoe
County. Overhead power lines and buried fiber-optic lines must be crossed, but do not pose
significant construction conflicts.
Cost Estimate - Estimates for the Conveyance System components are:
CONSTRUCTION COST ESTIMATE Cost Estimate
Bid Package E- Pumping Stations 1, 2 and 3 $63,000,000
Bid Package G- Conveyance Pipeline Segment 1
Bid Package H- Conveyance Pipeline Segment 2
Bid Package I- Conveyance Pipeline Segment 3
Total
$79,000,000
$65,000,000
$43,000,000
$250,000,000
Implementation Schedule - The baseline schedule for construction of the Conveyance System bid
packages
Pkg. 1 Conveyance Pipellne #3
12Sep-07 - 29Jan-09 i
Pkg. 0 Cpnveyance Pipeline p1
19-Mar-08 18•MardO
Pkg. Design activities are nearing completion. The
bidding process will begin for the first bid package in mid-2007. Construction is expected to begin
on Segment 3 in September 2007. Construction of the other pipelines and pumping stations is
expected to begin mid-2008.
The CWCB Design and Construction Manager will review and field check construction progress
throughout the duration of the Conveyance System installation. The actual cost of the Conveyance
System may vary (increase or decrease) from the engineer's estimated cost of $250 million. It is the
intent of the staff recommendation that Aurora receive the full $75 million loan. In order to
accomplish this, CWCB Design and Construction Manager shall disburse loan funds at a rate of
50% of submitted project invoices. This will ensure that full funding of the $75 million will be met. At
no time shall the CWCB Financial Policy controlling the funding limit of 90°/a of total project cost be
exceeded.
