3. The person in control of the program must maintain a high level of coordination by consulting
with and informing federal and state agencies, local governments, and private entities listed under
the terms and conditions of the permit regarding operation of the program.
4. Snowpack snow water equivalent suspension criteria at SNOTEL sites will be posted daily on the
internet by the NRCS Snow Survey Program in Colorado on a daily basis from December 15
through April 15 every year. This data will be used to suspend operations in time periods when
snowpack exceeds levels that are within the natural variability of the local climate. SNOTEL sites
that exceed suspension criteria in or near the target area will not suspend all operations within the
permit but at a minimum will suspend operations at generator locations thought to reasonably be
affecting areas where snowpack suspension criteria is exceeded.
5. The Permit Holder will coordinate with the CWCB and the Colorado Avalanche Information
Center (CAIC), and the Colorado Department of Transportation in times of high and extreme
avalanche hazard levels and will suspend operations at generator locations when they will be
affecting the areas of concern in the name of health, environment, and public safety, as determined
by the CAIC staff and specialized CAIC cloud seeding website.
6. The Permit Holder must prepare progress reports that include a detailed log of seeding operations,
generators used, seeding rates, and daily durations of operations in Microsoft Excel spreadsheet
format and submit them electronically. The applicant will develop a detailed end of year report on
operations with an estimated evaluation of effectiveness. The annual report must be submitted no
later than June 30th of any given year. The Permit Holder will maintain an Excel spreadsheet with
the generator site locations with latitude and longitude data for every generator location and
update it and submit it after every change in location.
7. The weather modification permit shall be further subject to such other terms and conditions as are
set forth in the permit. In particular, funding for operations from the CWCB and external agencies
outside of the CWCB will be contingent on strict adherence to permit requirements and prompt
completion of annual reports.
8. The Permit Holder will cooperate with any CWCB or Project Sponsor requests to coordinate with
and provide data for independent evaluations not conducted by WWC. At the public hearing in
Pagosa Springs two participants requested a regional snowpack analysis using SNOTEL sites.
This will be a condition of the permit more fully explained in the permit.
9. WWC will be required to provide a yearly operational plan at the beginning by November 1St of
every season with all of the updated information provided to the CWCB project sponsors.
10. This permit request is recommended for approval to the CWCB Director. If approved by the
CWCB Director said permit shall be known as WM Permit No. 2010 -02.
//- ; Y - /0
Date
RECOMMENDATION
ENDATION
Joe Busto eather Modification Permit Program
Colorado ater Conservation Board
7
