Commercial projects will be charged an additional two percent of the cost of the contract. <br />Research projects only: Please include an executed accepted copy (with appropriate signatures) of <br />your scientific proposal to your funding agency. <br />An operational plan may be submitted with the application. In addition, items or responses requested <br />below should be numbered accordingly and appended to this application: <br />1. A description of the objectives of the proposed project. <br />2. A written description of the target area and the area reasonably expected to be affected <br />by the project. Describe these areas by referring to townships and ranges and by <br />referring to lines drawn between prominent points. Also attach (to the end of the WM2 <br />appendices) a map showing these areas. <br />3. A description of how the project will be carried out (including location of office, <br />weather data used, aircraft types, seeding devices and material, seeding rates, etc.) <br />4. Indicate how the proposed project is designed to provide and offers promise of providing <br />economic benefit to the target area (applicable to commercial projects only): <br />5. Indicate how the proposed project is reasonably expected to benefit both persons living in <br />the target area and the people of Colorado: <br />6. Indicate how the proposed project is scientifically and technically feasible (applicable to <br />commercial projects only): <br />7. Describe how the proposed project is designed for and offers promise of expanding the <br />knowledge and technology of weather modification (applicable to research projects only): <br />8. Appraise the risk that the proposed project could cause substantial harm to land, water, <br />people, health, safety, property and the environment: <br />9. Describe the safeguards to be used by the operator to prevent substantial harm to land, water, <br />people, health, safety, property and the environment: <br />10. Describe how other weather modification projects (if any) could be affected adversely by <br />the proposed project: <br />11. Indicate how the proposed project is designed to minimize risk and maximize scientific <br />gains (for research projects) or economic benefits (for commercial projects) to residents of <br />the target area and to residents of Colorado: <br />12. Describe the significant ecological impacts which may result from the project such as how <br />precipitation patterns might be changed and how increased runoff would affect erosion: <br />13. Attach documents executed on behalf of insurance or surety companies indicating that the <br />applicant has secured liability insurance or surety bonds of at least $1 million.
