23. Exhibit P: Letter of Support for cloud seeding from Frank Watt, Public Works Director, Town <br />of Pallisade. The letter states benefits to run off and the subsurface water table that affects <br />yields from springs, vegetation growth, healthier elk and deer, and a better ski season. <br />24. Exhibit Q: Letter of Support from Coalby Domestic Water Company strongly supporting the <br />cloud seeding program stating that they supply water for 130 homes in Cedaredge and the <br />water is collected from four springs on the Grand Mesa. There are no reservoirs for storage <br />and so they are directly dependent on the snowpack. <br />25. Exhibit R: Emailed letters of support from Ron Shaver of the Grand Mesa Water Users <br />Association, Ward and Ginena Armstrong of the Grand Mesa Conservancy District, Doug <br />Wist Water Commissioner for Division 4, District 40, Michael Thomas of the Orchard City <br />Irrigation District, J. Widener Fruit Growers Superintendent, Mark Ritterbrush Water <br />Operations Supervisor for the City of Grand Junction, and David Smith Public Works <br />Director for the Town of Cedaredge were all in support of the application to renew the WEA <br />Weather modification permit. <br />26. Exhibit S: Email to WEA and CWCB staff member Joe Busto about Austin Kaiser <br />approaching the Delta County Commissioners and Colorado River Water Conservation <br />District to show support for the cloud seeding program. <br />27. Exhibit T: Sign in sheet from the public hearing held January 6, 2011 at the Cedaredge <br />Community Center. Thirteen people were in attendance at the public hearing. <br />28. Exhibit U: January 14th email from Dawn Winkler of Gunnison County requesting the details <br />of the application. On January 18th an email was sent to Dawn Winkler with a target area map <br />and the application. The email asked Dawn Winkler to submit comments on the application. <br />29. Exhibit V: Email from Dave Kanzer of the Colorado River Water Conservation District <br />supporting the permit application stating that this activity benefits the Colorado River District, <br />State of Colorado, and the entire Colorado River Basin as a whole and the estimated 30 million <br />people and approximate 4 million irrigated acres that rely on it. <br />30. Exhibit W: U.S. Department of the Interior, United States Bureau of Reclamation (USBR) <br />Finding of No Significant Impact for the Walker River Basin Cloud Seeding Project, FONSI <br />NO: LO -10 -05 signed by the USBR Area Manager on January 5, 2411. <br />31. Exhibit X: Proof of liability insurance for the WEA dated February 14, 2011. <br />32. Exhibit Y: WEA proof of advertising the notice of intent in the following newspapers for two <br />weeks consecutive prior to the hearing. <br />• The Saguache Crescent <br />• The Gunnison Country Times <br />• The Daily Sentinel (Mesa County) <br />The WEA member in charge of advertising the NOIs became very ill during this process. The <br />CWCB and WEA discovered that Delta and Montrose counties didn't have proper notification <br />through publishing the Notice of intent. The Attorney General's Office directed the WEA to <br />republish the notice stating that a hearing could be requested and comment§ could be <br />0 <br />
