Executive Director Russell George, again delegated the authority to administer the State of Colorado's <br />weather modification program to the CWCB until revised or rescinded. <br />SUMMARY OF ADMINISTRATIVE RECORD <br />The following information was taken into account and is incorporated as part of this Record of Decision <br />in acting upon the weather modification application by John Thompson on behalf of the Water <br />Enhancement Authority (WEA). The WEA or project sponsors are comprised of the following entities: <br />Grand Mesa Water Conservancy District, Grand Mesa Water Users Association, Fruitland Water <br />Conservancy District, Crawford Water Conservancy District, Collbran Water Conservancy District, and <br />the City of Grand Junction. Written testimony, public hearing comments, and submittals are used by the <br />CWCB and AGO in developing the recommendations either to approve, approve with conditions, or deny <br />a request for a weather modification permit application. There are audio files for this public hearing that <br />can be accessed by contacting the CWCB. The hearing is not transcribed verbatim but the CWCB hearing <br />officer did try to capture the points being made at the public hearing listed below: <br />1. Exhibit A: Application for Weather Modification Permit, Form WM2, dated November 17, <br />2010, by John Thompson on behalf of the WEA. <br />• This application included background and qualifications of the operator and an operational <br />plan, with a point -by -point response to the questions asked in the application. <br />• There are seventeen references to publications in the WEA permit application that were <br />give to the CWCB at the public hearing and mailed in after the hearing. <br />2. Exhibit B: Copy of the Notice of Intent that was advertised in the county newspapers. <br />3. Exhibit C: Copy of a map showing the target area and generator locations from 2006. A new <br />spreadsheet with generator locations should be submitted to the CWCB. The WEA indicated <br />that they had nine operational generators that were sited and operational and were going to <br />look for sites. <br />4. Exhibit D: Photocopy of a check for the standard $100 application processing and review fee <br />enclosed in the mailing with the application. <br />5. Exhibit E: Weather Modification Association (WMA) Capability Statement on Weather <br />Modification adopted 2005, referenced as #1 in the application. <br />6. Exhibit F: Paper entitled, "Potential Water Augmentation from Cloud Seeding the Colorado <br />River Basin ", prepared by Steven Hunter of the U.S. Bureau of Reclamation, reference # 2 in <br />the application responses. <br />7. Exhibit G: Paper from 2005 entitled, "Weather Modification for Precipitation Augmentation <br />and Its Potential Usefulness to the Colorado River Basin States," reference #3 in the <br />application. <br />8. Exhibit H: Paper by Arlen Huggins of the North American Interstate Weather Modification <br />Council from 2006 entitled, "Summary of Studies that Document the Effectiveness of Cloud <br />Seeding for Snowfall Augmentation," reference #4 in the application responses. <br />2 <br />
