It is to be noted these data are for the 1961 -1990 period. If more recent data are available the above table <br />will be so modified and the new criteria used. <br />Seeding on the program will NOT be undertaken, or will be suspended if: <br />A. The National Weather Service forecasts a storm to produce unusually heavy precipitation that could <br />contribute to avalanches or unusually severe weather conditions in the project area, <br />B.. The Colorado Avalanche Center issues an avalanche forecast warning for avalanche paths located in the <br />Target area, or <br />C. The Director orders suspension of seeding for any reason. <br />The Colorado Avalanche Information Center (CAIC) works collectively with CDOT on forecasting ad <br />mitigation work on Colorado mountain passes and highways. The permit holder will coordinate with the <br />CAIC on how cloud seeding operations affect public safety with respect to avalanches. When the highway <br />danger level reaches HIGH on an impacted road section, the Permit Holder will contact CAIC via email to <br />coordinate cloud seeding and highway safety operations. When the highway clanger level reaches <br />EXTREME on an impacted road section the Permit Holder will suspend cloud seeding operations. <br />The generator operator at each seeding site will maintain a seeding log which will include the seeded date, <br />time of generator turn on and the time of generator turn off as well as any other comments that might have <br />been of interest weather wise during the seeding operation time. These logs will be summarized in the <br />annual report and submitted to: <br />1) Director, Colorado Water Conservation Board <br />2) Colorado Avalanche Center <br />An annual report containing a summary of the number of storms seeded each month, along with all the <br />seeding generator operations for the entire project operational period will be submitted in a timely manner <br />after all seeding operations have ended for the season. This annual report will be submitted to the above <br />named entities as well as the following: <br />4) Delta County Board of Commissioners <br />S) Mesa County Board of Commissioners <br />6) Gunnison County Board of Commissioners <br />70 and other project sponsors <br />Ref 1, 2, 7, 8, 15 <br />10. Describe how other weather modification projects (if any) could be affected adversely by the proposed <br />project. <br />The only other cloud seeding project that could be affected by the seeding from this project is the Gunnison <br />River Basin Project which is located immediately east of the Grand Mesa. However, no adverse affects are <br />expected to affect that project from the Grand Mesa seeding since all the research date about Extra -Area <br />Effects (Down -Wind Effects) indicate that the areas down wind from a seeding program receive much the <br />same benefits as does the primary seeded area. Perhaps the only adverse affect is that the selection of <br />Control stations for the evaluation of seeding in the Gunnison Basin is affected as it is desirable to select <br />control stations as close to the target are as possible but not those control sites that might have been seeded <br />by any other project. <br />Ref: 7 <br />
