1. When the Highway Danger Level reaches HIGH on an impacted road section, the <br />Permit Holder will contact the CAIC and the CWCB via email to coordinate cloud <br />seeding and highway safety operations. The Permit Holder will provide all email <br />correspondence in its annual summaries. Coordination may include setting criteria <br />and timing to suspend cloud seeding operations. <br />2. When the Highway Danger Level reaches Extreme on an impacted road section, the <br />Permit Holder will suspend cloud seeding operations and contact the CAIC <br />(caic@gwestoffice.net) and CWCB via email. The Permit Holder will document the <br />time and location where operations were suspended due to avalanche danger. <br />Locations, start and stop times will be included in annual summaries. <br />Procedure — Off Season <br />The Permit Holder can contact the CAIC via phone or email for consultation on <br />cloud seeding operations and avalanche danger. <br />i. CAIC- Boulder caicggwestoffice.net, 303- 499 -9650 <br />ii. CAIC - Director, Ethan Greene, ethan. eenegstate.co.us, 303- 204 -6027 <br />D. The Permit Holder will suspend operations when the National Weather Service <br />(NWS) forecasts a warm winter storm (freezing level >8000 ft.) with the possibility <br />of considerable rain at higher elevations that might lead to local flooding. <br />E. The Permit Holder will suspend operations when potential flood conditions exist in <br />or around any of the target areas. The Permit Holder shall consult with the NWS <br />Flood Forecast Services Office and will suspend operations if the NWS determines <br />any of the following warnings or forecasts are in effect: <br />1. Flash flood warnings by the NWS <br />2. Forecasts of excessive runoff issued by a River Basin Forecast Center <br />3. Quantitative precipitation estimation forecasts issued by the NWS that <br />would produce excessive runoff in or around the target area <br />WEATHER MODIFICATION PERMIT 2011 -01 <br />TERMS AND CONDITIONS <br />Failure to comply with any of terms and conditions listed above may be grounds to <br />modify, temporarily suspend, or revoke Permit # 2011 -01 that is held by <br />John Thompson on behalf of the Water Enhancement Authority and Project Sponsors. <br />Date ennifer .
