1 <br />i 4 <br />10. Wintertime cloud seeding in the Colorado River Basin is now being supported through the <br />CWCB and water users in Nevada, California, Arizona, and New Mexico, pursuant to Colorado <br />River Seven Basin States water augmentation initiative. In order to receive funding, the Permit <br />Holder must comply with the provisions in the base .agreement and annual amendments <br />between the Six Agency Committee, the Central Arizona Water Conservation District, the <br />Southern Nevada Water Authority and the CWCB, which was executed fully on March 21, <br />2007. <br />11. The Permit Holder shall maintain a valid general liability insurance policy for 1 million dollars <br />($1,000,000.00). The Permit Holder is required to add all Project Sponsors and Parties to the <br />Agreements as additionally insured if using CWCB and Lower Basin funding. <br />12. This Permit is subject to changes by the State, DNR, and CWCB if any of the terms or <br />conditions is inadequate to provide accurate monitoring and appropriate suspension criteria. <br />The CWCB can amend this Permit with new suspension criteria are appropriate. <br />13. The Permit Holder is required to maintain Global Positioning Systems data, including latitude, <br />longitude, and elevations for each generator location in Microsoft Excel format, and keep the <br />information current and available to Project Sponsors and the CWCB as part of the operational <br />plan and annual reporting. <br />14. The Permit Holder shall notify the County Emergency Managers in the target area counties <br />prior to seeding each season. The notification shall include the contact information of the <br />Permit Holder, details of the operational plan, and a map of the program. Copies of those <br />notification letters roust be appended to the annual report. <br />15. The Department of Regulatory Agencies (DORA) completed a Sunset Review on October 15, <br />2010 of the State's Weather Modification Statutes and recommended a nine year renewal of the <br />state's statutes. DORA recommends promulgation of new State weather modification rules and <br />regulations. This permit may be revised, changed, based on the promulgation of new State rules <br />and regulations. <br />16. The Permit Holder shall prepare and maintain the following records and make them available to <br />the public. Information in annual reports shall include but are not limited to the following: <br />A. Detailed reporting on funding received from all sources for operations. <br />B. A daily record of operations, documentation of meteorological conditions, information on <br />which "seed /no seed" decisions are based, seeding logs for every generator in operation, <br />daily and total chemical solution used, and information used in the MRCS Snow Survey <br />"snowpack snow water equivalent" ( "SWE ") and avalanche information used for <br />suspension decisions. Individual seeding logs are not required for annual reports but should <br />be tabulated and reported on. <br />3 <br />
