6. Exhibit F: Copy of check 018268 from Southern Colorado Farms to the Colorado Water <br />Conservation Board for $688.84 for operational period 2010. The CWCB requires a 2% <br />commercial fee that is 2% of a permit holder contract for operations. In the case of Southern <br />Colorado Farms this is 2% of their operational budget for each year. Southern Colorado Farms <br />paid the 2% commercial fee for each year for the previous five years. <br />7. Exhibit G: Sign in sheet from the public hearing held May 25, 2011. There were seventeen <br />people in attendance to provide comments. <br />8. Exhibit H: Copy of the May 27th newspaper article in the Pueblo Chieftain about the hail cannon <br />hearing. Reporter Matt Hildner was in attendance at the pubic hearing. <br />9. Exhibit I: Report from Amy Kunugi, General Manager of Southern Colorado Farms <br />summarizing five years (2006 -2010) of rain and hail data collection information. The applicant <br />was requested to summarize this effort. In addition SCF sent out emails spreadsheets and pictures <br />in near real time to both the CWCB and Nolan Doesken at the CSU Colorado Climate Center. <br />This effort is considered close coordination with the CWCB during operational periods. <br />10. Exhibit J: Report from the CSU Colorado Climate Center entitled "Precipitation Characteristics <br />of the San Luis Valley during Summer 2007, by W. Austin Clifford and Nolan Doesken. The <br />CSU CCC was issued a purchase order for $7,900 for this effort to coordinate rain and hail data <br />collection information and summarize the results. In addition, after the issuance of the 2006 <br />permit to Southern Colorado Farms two training meetings were held in Center and CoCoRaHS <br />rain gauges were purchased by the CWCB in order to increase rain data collection efforts outside <br />of the target area. The report recommends "continued diligent hail observations by the SCF staff, <br />stressing that all hail pads be exchanged after any hail event." This report was handed out at the <br />hearing and was the second year the CWCB hired CSU CCC to assist in coordinating the data <br />collection efforts. <br />11. Exhibit K: Report from the CSU Colorado Climate Center entitled "Precipitation Characteristics <br />of the San Luis Valley during Summer 2006, by Brian McNoldy and Nolan Doesken. The report <br />recommends "In particular, the data collected by SCF provides a dense network for examining <br />local variations in rain and hail. However, the lack of a comparable dense network of rain and hail <br />monitoring stations upwind, crosswind and downwind of SCF makes it difficult to reach <br />quantitative, albeit preliminary, conclusions regarding the impact of hail cannons on rain and hail <br />patterns." This report was handed out at the hearing and was the first year the CWCB hired CSU <br />CCC to assist in coordinating the data collection efforts. <br />12. Exhibit L: After the previous permit renewal for SCF in 2006 a letter from Paul Allee was <br />received at the CWCB in October 2006. The letter states, "Your approach to determine whether <br />the hail cannon works to suppress hail is the only approach I can see that can define whether the <br />hail cannon works, or not. I.e. looking at rain and hail data in and near the target areas, compared <br />to the areas outside of the target areas." Paul Allee was a retired NOAA physicist was the Chief <br />of the Atmospheric Aerosols Section in the 1970s. Allee contacted Southern Colorado Farms first <br />in July 2006 and that letter is provided too. <br />13. Exhibit M: June 25, 2008 letter from Joe Busto to Jennifer Alexander regarding Jennifer's <br />concern for hail cannons and airplane flyovers. There are no aerial based permits for weather <br />modification in the State of Colorado. It is a class 6 felony to conduct a weather modification <br />operation in Colorado without a valid weather modification permit. <br />3 <br />
