7. NA <br />8. The project poses no risk of harm to land, water, property or the environment. The <br />cannons depend upon the usage of sound to carry out their purpose in protecting <br />against the formation of ice particles and therefore hail stones. Installation is designed <br />to reduce the sound emanating horizontally at ground level. All hail cannons are <br />surrounded by a straw bale barrier that is four feet in width and eight feet high to <br />further disperse the sound upward and suppress ground level sound so that it is not <br />offensive to surrounding residents. <br />9. The project has previously engaged the services of Mr. Howard N. McGregor, PE of <br />Engineering Dynamics, Inc. 3925 South Klamath Street, Englewood, CO 80110 to <br />furnish technical recommendations as to effectiveness of the sound protection barrier. <br />He has on two occasions performed sound level tests to insure that the sound at ground <br />surface was acceptable. <br />10. No other weather modification projects would be adversely affected by the continuation <br />of this project. <br />11. The project is designed to reduce the occasion of hail damage to valuable agricultural <br />crops in the protected areas of Saguache County, Colorado. The protection of these <br />crops will provide an economic benefit to by increasing jobs and commerce both locally <br />and statewide. There is no determinable risk to this project. It simply alters natural <br />precipitation from a solid state, hail, to a liquid state, rain. <br />12. No significant ecological impact would result from the program. It is anticipated that <br />the location of precipitation will be unchanged; therefore no increase in runoff or <br />erosion will occur as a result of the program. <br />13. Attached is a copy of the Certificate of Insurance showing liability protection in the <br />amount of $2,000,000 that is currently on file with the Water Conservation Board. <br />
