RECORD OF DECISION <br />ON AN APPLICATION FOR A <br />WEATHER MODIFICATION PERMIT <br />APPLICANT: Mike Jones <br />Southern Colorado Farms, LLC. <br />5 5 North Torres Street <br />Center, Colorado 81125 <br />DATE OF APPLICATION: April 21, 2011 <br />PROJECT: Commercial operation for hail suppression in summer storm clouds <br />using sequenced sound waves from ground based hail cannons to <br />produce a cavitation effect in falling hailstones and to inhibit the <br />formation of ice particles in the ice forming areas of cloud formations <br />to cause natural moisture to fall as rain rather than hail. <br />TARGET AREAS: The target areas are in and near the town of Center, Colorado in <br />Saguache County. The area includes portions of Sections 3, 10, 15, 16, <br />17 and 20 all in Township 41, North Range 9 of East New Mexico <br />Principal Meridian (ENMPM), sections 25 and 36 in Township 41 <br />North, Range 7 ENMPM, and sections 25, 26, and 35, in Township 41 <br />North, Range 8 ENMPM. A map of the target areas was included in <br />the application and is marked as exhibit A in the summary of the <br />administrative record. <br />DURATION: The operations are proposed to begin on June 15 and extend for three <br />months through September 15 of each year for the next five years. The <br />applicant requested a five year permit and if granted would cover June <br />15, 2011 through September 15, 2015. <br />PERSON IN CHARGE: Mike Jones, Director of Operations, Southern Colorado Farms LLC, 55 <br />North Torres Street, Center, Colorado, 81125. <br />PERMIT SOUGHT: An original permit pursuant to 36 -20 -112, for a time period of ten (10) <br />years in duration pursuant to 36 -20 -114. The applicant has previously <br />held two five year permits issued in 1996 and 2001. The permit sought <br />would cover June 15, 2011— September 15, 2015. Operations are <br />approved each year for up to five years based on a review of reports <br />and strict adherence to State requests for data collection. <br />ACTION TO BE TAKEN: The findings will be the basis for a final decision to grant the permit, <br />grant the permit subject to conditions, or deny the permit. <br />
