EXHIBIT A <br />WORK STATEMENT <br />PROJECT NAME Tamarack Plan Recharge And Wildlife Habitat Project <br />PROJECT LOCATION Tamarack Ranch State Wildlife Area (SWA) located near Crook, <br />Colorado <br />PROJECT DESCRIPTION <br />The Tamarack Plan is a managed groundwater recharge project wluch began in 1996 at the Tamarack <br />Ranch and Pony Express SWAs The three objectives for this project are creating and enhancing <br />1) groundwater well augmentation in Colorado, 2) instream flows for which Colorado receives credit <br />in a Platte Basin Endangered Species Recovery Program, and 3) wetlands and wetland habitat <br />including, but not limited to aquatic wildlife species of concern, waterfowl and other wildlife species <br />in Colorado This has been a cooperative project between Colorado Division of Wildlife (CDOW), <br />NCWCD, the South Platte Lower River Group, Inc (SPLRG), Ducks Unlimited, Inc (DU), and U S <br />Bureau of Reclamation The South Platte Lower River Group, Inc is a coalition of water users <br />(Lower South Platte Water Conservancy District, Groundwater Appropriators of the South Platte, <br />Platte River Project, NCWCD) and the State of Colorado (Colorado Department of Natural <br />Resources, CDOW, Colorado Water Conservation Board, Colorado Division of Water Resources) <br />formed to preserve existing water uses while enhancing streamflows and wildlife related habitat <br />Figure 1 shows the completed construction to date including three recharge wells (Well Nos 1, 2, <br />and 5), Recharge Pond No 1, and a native fish research stream with its three supply ponds These <br />three supply ponds provide emergency water storage for the stream along with native fish pond <br />refugia, waterfowl nesting habitat, and wildlife viewing These ponds will provide solar- heated <br />water to the stream to maintain thermal requirements for the fish species of concern <br />Figure 2 shows the extensive development planned at the Tamarack Ranch SWA over the next few <br />years The well construction to date shown on Figure 1 is also shown on Figure 2 The following <br />describes those aspects of Figure 2 which will be developed under this contract <br />SERVICES AND PRODUCTS <br />1 To the extent that funds are provided by the State under this contract for procurement of <br />equipment, materials, and other similar items, NCWCD will provide administrative and <br />supervisory, procurement, construction engineering and oversight services for the following <br />aspects of this project at the Tamarack Ranch SWA <br />a Construction of Recharge Well Nos 3, 4, and 6 (Figure 2), and delivery systems <br />including buned pipelines, machinery rental, hardware, and fittings from 'these wells to <br />recharge and wildlife habitat ponds <br />b Lining parts of recharge ponds with various materials (clay, bentomte, and/or donated <br />fabric) to provide standing -water wildlife habitat <br />c Procurement of rental equipment for the construction of artificial sloughs and/or streams <br />for aquatic species and other wetland species habitat <br />
