MEMORANDUM <br /> TO: Town of Frederick — Brian Frank & CWCB — Deborah Burrell, Kevin Reidy <br /> FROM: Civil Resources, LLC - Andy Rodriguez <br /> DATE: March 23, 2011 <br /> RE: 75% Progress Report for the Town of Frederick Water Conservation Plan <br /> Civil Resources is working with the Town of Frederick (Town) on developing their Water Conservation Plan (WCP) <br /> per the April 2010 Grant application to the Colorado Water Conservation Board (CWCB). Currently seventy -five <br /> percent (75 %) of the Water Plan has been completed; this includes Tasks 1 through 7 with preliminary assessment of <br /> Task 8. Below is a summary of what has been analyzed to date. <br /> Identified goals and objectives <br /> Presently all plan goals are achievable except the unaccounted - for - losses. The plan is for a 23% reduction in <br /> unaccounted for loss which was hard to achieve as shown below. The reduction measures for unaccounted-for - <br /> losses are: <br /> - Leak Detection & Repair <br /> - Billing Software Upgrades <br /> - Utility Maintenance <br /> - Meter Testing and Replacement Program <br /> It has been discussed that unaccounted - for -loss plan percentage savings achieved of 6% underestimates the <br /> actually reduction percentage because much of the accounted- for - losses comes from large unmetered taps such as <br /> the school district. The Town believes once these taps are metered the accounted for losses will be reduced greater <br /> than the 6% shown below.
