� <br />Feasibility Study <br />The Trinchera Irrigation Company <br />Garland Two �anal Repair <br />INTRODUCTION <br />(Need for the Project) <br />The Trinchera Irrigation Company (TIC), located in Costilla County, Colorado owns and <br />operates Smith Reservoir, Mt. Home Reservoir, and approximately 26 miles of canals <br />and 45 miles of laterals for the delivery of i�rrigation water to the shareholders. The <br />Garland Two Cana1 is the only means of delivering water to the shareholders north of US <br />Highway 160 and west of Fort Gazland, Colorado. A section of the canal consists of a <br />flume built in approximately 1913 or 19i4. This flume is in dire need of being replaced. <br />During the summer of 2010 a portion of the canal was washed out. One of the <br />shareholders funded temporary repairs of the canal. This was only a temporary solution <br />• to the problem and it is doubtful tha.t it will last another irrigation season. Currently there <br />are 897 shares that can be called for delivery through this canal. In order to deliver <br />water to the shareholders it is imperative that the canal be restored as soon as possible. <br />Project Sponsor <br />The Trinchera. Irrigation Company is a non-profit mutual irrigation company incorparated <br />February 4, 1944. The board of directors consists of five stockholders. T'he directors are <br />elected for a term of 5 years. One board member is elected at the annual meeting which <br />is held on the second Tuesday of March ea.ch year. There are 40 shareholders and � <br />12,500 shares of stock. A total of 12,396 shares are currently issued. A list of the current? � � <br />stockholders is included in appenclix G. The TIC has the power to set annual assessments 1�`� ; <br />to be paid by the shareholders, the power to cut off water deliveries to shareholders that <br />fail to pay their assessments, and the power to offer stock for sale to pay back <br />assessments. The TIC axticles of incorporation and by-laws are included in Appendix A. <br />Project Service Area and Facilities <br />The Trinchera. Irrigation Company office is located at 610 Main Sh�eet in Blanca, CO. <br />The TIC operates the Smith Reservoir, the Mountain Home Reservoir, approximately 26 <br />miles of canals and 45 miles of laterals for the purpose of managing irrigation water <br />within the district.
