Dealing with Drought- Adapting to a Changing Climate
Glenwood Springs, CO, October 16, 2009
Group Synthesis
Breakout Discussion # 1
What information, planning strategies, etc. helped, or would have helped, you to
better deal with the impacts of the 2000s drought? What were the lessons learned
through your experience with the drought?
Joe Barsugli's Group
➢ Agriculture could benefit by knowing more ahead of time: early warning
➢ Cattle and timing
➢ 24 month climate forecast would be beneficial
➢ Lake Dillon versus Dillon Reservoir
➢ 2002 drought boosted public education about drought and water
➢ Wildlife management aspect: issue with drought tags for big game, grazing and
cattle ->
➢ Fisheries; can start executing plans but need to know in advance -> 11 hour
agreements in some circumstances
➢ Existing drought programs
➢ Before and after: understanding of the issues, impacts
Nolan Doesken's Group
➢ If drought in the 90s, would have been better prepared because need an event
to change behavior: 2002 was that event
➢ Ski areas did not have snowmaking operations until the 1970s drought
Jeff Lukas & Taryn Hutchins - Cabibi's Group
➢ Any kind of predictive look /tool /forecast is helpful
Christina Alvord's Group
➢ The year 2002 is a motivation for change: Representative of how we are doing
things now; education and communication of drought conditions is better
➢ Who is responsible for putting the information out about drought /water supply
conditions? Who should be responsible? Should there be a consolidated effort?
Should information be coming from one source to help streamline message?
What entity is best suited to handle this task? NIDIS? NOAA? Governor's Office?
➢ Earlier drought warning on multiple levels: snowmelt timing, rate of runoff etc.
(two week earlier snowmelt makes significant difference for water managers,
reservoir storage)
➢ Sharing the consequences of drought: IBCC can be valuable in sharing resources.
➢ Pre - warning /operations for fire evacuations: weeks in advance? Is it possible?
