<br />Project Description
<br />The Bijou Irrigation District owns and operates Empire Reservoir located west of Fort Morgan. It
<br />is an off-stream reservoir primarily impounded by four separate dams constructed around 1905.
<br />The water storage rights are 37,709 acre-feet with a single refill right. The storage volume at gauge
<br />height 30 is 36,142 acre-feet. The resE�rvoir was restricted to gage height 29 by the State Engineer's
<br />Office due to seepage concerns and spillway inadequacies. This project involved the construction
<br />of a new 40-foot wide concrete spillw,�y, concrete outfall channel, and seepage control. The 1 foot
<br />increase in storage height resulted in 2,682 acre-feet of recovered storage
