<br />The Center of Colorado Water Conservancy District was created by election in 1997 to preserve and develop
<br />the water resources of Park County. The District is a Title 37 Special District, funded by a 1.0 mil ad
<br />valorum tax on real properiy in Park County. The District was in need of augmentation water in order to
<br />maintain historical return flows to Michigan Creek (in part to meet CWCB's instream flow rights on
<br />Michigan and Tarryall Creeks). For this reason they elected to participate in the construction of James Tingle
<br />Reservoir. The District's financial responsibility accounts for 1/7 of the overall project cost of $3,565,000.
<br />The reservoir provides 400 acre-feet of capacity, in which the District is allocated 195 acre-feet. 165 acre-
<br />feet of the District's allocation is designated for return flows, resulting in 30 acre-feet of excess capacity for
<br />storage of augmentation water for use within its service area.
