The District is a Title 37 Special District, funded by a 1.0 mil ad <br />valorum tax on real properiy in Park County. The District was in need of augmentation water in order to <br />maintain historical return flows to Michigan Creek (in part to meet CWCB's instream flow rights on <br />Michigan and Tarryall Creeks). For this reason they elected to participate in the construction of James Tingle <br />Reservoir.
