Auditing services for the $240 million construciton fund and the $20 million severance tax perpetual account which involves reviewing assets, liabilities, equity, revenues and expenses on an annual basis for the next three years for the loan programs associated with these two funds/accounts. B. Whether and why it is a specialized skill. Section 14 of HB00-1419 authorized the CWCB to expend the sum of $200,000 to a responsible independent accounting firm for the above described services to provide comprehensive annual financial report of the CWCB for the purpose of preparing a comprehensive annual financial report of the CWCB Construction Fund and Severance Tax Fund Prepetual Base Account and to perfomr audits of the loan programs. C. Identify who is the direct beneficiary. The direct beneficiary is the Colorado Water Conservation and its loan programs. 2.
