4. Section 5(g) of the CRSPA requires that "business -type budgets shall be submitted to
Congress for all operations financed by the Basin Fund."

The points of contact for each of the Parties to this MOA are as follows:
1. Upper Division States: Upper Colorado River Commissioners for the States of Colorado,
New Mexico, Utah, and Wyoming; and Executive Director and General Counsel of the
Upper Colorado River Commission.
2. CREDA: Executive Director.
3. Bureau of Reclamation: Regional Director, Upper Colorado Region.
4. Western Area Power Administration: Manager, CRSP Management Center.
Each Party may revise its point of contact upon written notice to each other Party.
