I served as an Engineering Advisor to <br />Colorado's Upper Colorado River Compact Commissioner. I was part of Colorado's <br />negotiating team that developed the Lower Colorado River Shortage Criteria and the <br />Coordinated Operations of Lakes Powell and Mead signed by the Secretary of Interior in <br />December 2007. I represented Colorado on several management committees associated <br />with the implementation of the Recovery Programs for endangered fish species in the <br />Upper Colorado and San Juan, and for the endangered birds and fish in the Platte River <br />Basins. I served as Colorado's Technical Workgroup representative and alternate AMWG <br />member for the Glen Canyon Dam Adaptive Management Program, a FACA committee <br />that makes recommendations to the Secretary of Interior on operations of Glen Canyon <br />Dam that will protect, restore or improve the ecosystem in the Grand Canyon National <br />Park. I represented Colorado on the Colorado River Salinity Control Program Workgroup. <br />I oversaw the development of the Colorado River and Rio Grande Basin modules of the <br />Colorado Decision Support System (CDSS) which are now completed. CDSS modules for <br />the Platte and Arkansas Basins are currently under development and this section has been <br />providing technical assistance in those efforts. I have worked extensively with the <br />Colorado Attorney General and State Engineer in settling federal reserved water right <br />claims with the U.S. Forest Service, Indian Tribes and National Park Service.
