Review and assign staffing <br />priorities, develop and manage budgets, conduct staff evaluations. <br />• Provide technical and legal assistance to the Colorado Water Conservation Board (CWCB) regarding <br />negotiations and strategies related to the law of the Colorado River, Endangered Species Act <br />Recovery Program issues, and other program areas of the Interstate and Federal Section staff. <br />• Represent the Director and the CWCB at public hearings, meetings, conferences, intrastate <br />negotiations, and interstate negotiations regarding water supply management issues, endangered <br />species issues, and other water policy issues. <br />• Testify in water court hearings, in U.S. Congressional hearings, and in Colorado General Assembly <br />hearings regarding water litigation, water legislation, and other water resource policy issues. Develop <br />State positions, resolutions, and letters related to interstate and intrastate water laws and policies in <br />conjunction with the CWCB and its staff. <br />• Work closely with state and federal agencies, in the United States and Mexico, as well as other <br />sections within the CWCB, to develop positions regarding water law and water policy in a manner <br />that allows Colorado to use fully compact entitlements. <br />• Represent Colorado in the U.S.- Mexico bi- national water negotiations. <br />• Represent the Director and the CWCB at Colorado Groundwater Commission meetings, Western <br />States Water Council meetings, Colorado Water Congress meetings, and Colorado River Water Users <br />Association meetings. <br />Colorado Water Conservation Board, Interstate and Federal Section, Denver, Colorado <br />Program Mana er August 2004 -May 2010 <br />• Provided technical and legal assistance to the Colorado Water Conservation Board (CWCB) <br />regarding negotiations and litigation strategies related to the law of the Colorado River, Endangered <br />Species Act Recovery Program issues, Wild and Scenic federal issues, and Recreational In- Channel <br />Diversion (RICD) issues. <br />• Oversaw and managed budgets for the Platte River Endangered Species Act Recovery <br />Implementation Program, RICD Program, and Wild and Scenic Rivers Alternatives Program. <br />Develop Requests for Proposals, hire and supervise contractors (engineers, biologists, facilitators and <br />other professional consultants) for these programs. <br />• Managed the Defense of the Colorado River Water Unit (within the Office of the Colorado Attorney <br />General).
