important part of the "package" of conservation assistance, and will be offered in limited numbers. <br />More cost effective than any program /measure evaluated is water loss control, although as discussed at <br />length in the Plan, actual savings are hard to pinpoint at this time. Realizing savings depends on ability <br />to repair leaks, which depend on availability of operating funds. <br />Step 7 — Integrate resources and modify forecasts <br />Forecasts have been modified, integrating results from selection of conservation programs and <br />measures developed in Step 6. <br />Step 8 — Develop implementation plan <br />An implementation plan has been prepared for the selected programs and measures. Some of these will <br />be phased in over two or more years, to ease impact on the conservation budget. Specifically, leak <br />detection equipment, the installation of the demonstration garden and start up of the garden's <br />associated education programs, and redesign of the web page and bill format will be spread over more <br />than one year so as to ease the financial burden of implementation. <br />Our intent is to deliver a draft of the Plan to both Security's Board of Directors and to CWCB <br />concurrently. The Board is aware that comments will be forthcoming from CWCB. When we have <br />received CWCB's comments and incorporated them into the Plan, we will begin the 60 day public review <br />period. We anticipate the public review period, including public meetings, Board presentations and staff <br />presentations to occur from mid - October through mid - December. If the public review is completed in <br />time, we will be able to secure Board adoption in December, enabling final report delivery to CWCB in <br />late December or early January. <br />Since original submission of this report, we will revise the final report delivery date by approximately six <br />weeks.
