0
March 26, 2004
Memorandum:
0
TO: Steven Shull, Colorado Water Conservation Board
FROM: Ray Alvarado, Colorado Water Conservation Board
SUBJECT: RTi Non - engineering work related to Landsat Imagery Processing
You requested clarification on the type of work that RTi would be doing under a $25,000
purchase order, associated with the Landsat imagery processing. As the submitted scope
of work states, RTi will be responsible for preprocessing of Landsat imagery and DOQQs
to be used for the 2003 irrigated lands update in the Lower Arkansas River Basin.
This work that is addressed in the scope of work relates to GIS work, which is non-
engineering in nature. The processing effort involves no engineering work, but does
involve remote sensing, which is a non- engineering.
With regard to Tim Martin's title of "principal in charge ", Dr. Martin is a principal
owner in RTi. It is the policy of RTi to have a "principal" owner in charge of all projects.
If you have any questions or need additional information, please contact me. Your
assistance is appreciated.
