Introduction (Need for the Project) <br />The Grand Mesa Reservoir Company, located in Mesa County, totally owns the water rights in <br />six reservoirs located on Grand Mesa. Two of the reservoirs, Grand Mesa #1 and Grand Mesa #9 <br />require rebuilding of the outlets according to the State Engineer. Currently there are restrictions <br />placed on both Grand Mesa #1 and #9 which costs the company approximately 400 acre feet of <br />water per year. <br />Project Sponsor <br />T'he Grand Mesa Reservoir Company is a corpora.tion registered in the State of Colorado on <br />September 1 l, 1888. There are 16 shareholders with a total of 1137 shares (Appendix A). The <br />Grand Mesa Reservoir Company has the power to set annual assessments to be paid by the <br />shareholders and has the power to sell said shares if shareholder fails to pay their assessments. <br />The Grand Mesa Reservoir Company articles of incorpora.tion and by-laws are included as <br />Appendix B. <br />Project Service Area <br />The Grand Mesa Reservoir Company provides irrigation water to approximately 500 acres <br />located in the Kannah Creek Valley of Mesa County. The water in the six reservoirs owned by <br />the Crrand Mesa Reservoir Company is administered (turned out) by the Grand Mesa Pool <br />Association by an elected and paid "water turner". The irrigated land is used mainly for pasture <br />and hay production. A map named "Mesa Lakes Quadrangle" is included and marked Appendix <br />C. <br />Hydrology and Water Rights <br />The water source for Grand 1Vlesa Reservoir Company is snow melt and springs located on Grand <br />Mesa. The s� reservoirs and capacity amounts are as follows; Grand Mesa #1— 559 Acre Feet, <br />Grand Mesa #6-172 Acre Feet, Crrand Mesa #8— 379 Acre Feet, Grand Mesa #9--153 Acre <br />Feet, Scales #1— 203 Acre Feet and Scales #3-129 Acre Feet. T'he total storage in acre feet is <br />1595 which the Grand Mesa. Reservoir company totally owns. A listing of the Reservoirs with <br />the capacities and gauge heights is included as Appendix D. <br />Project Description <br />The purpose of this project is to comply with and correct the State Engineer's findings on <br />problems with the outlets of Grand Mesa #1 and #9. The project will increase the safety and <br />efficient use of both reservoirs. For project description, costs and engineer's drawings refer <br />Appendix E. <br />Page 2 of 5 <br />
