RE: Rehabilitation of the <br />100 Whiting Road Grand Mesa Reservoirs #1 and #9. <br />Whitewater, CO 81527 Loan Approval <br />Dear Mr. Bonnell, <br />I am pleased to inform <br />approved your request <br />understand the loan will <br />Reservoirs #1 and #9, <br />Mesa Reservoir #1. <br />you that the Colorado Water Conservation Board (CWCB) has <br />for a Small Project Loan from the Construction Fund. V1�e <br />be used to rehabilitate the outlet systems on the Grand Mesa <br />and to complete spillway and seepage control work on Grand <br />The Board approved a loan from the Construction Fund in an amount of $180,000 at the <br />loan terms of 2.4% for 20 years or 2.7% for 30 years. The approval includes the provision <br />for a 1% loan service charge, which may be paid at substantial completion of the project, <br />or financed along with the loan. I have attached a copy of the updated Board memo <br />concerning the Grand Mesa Reservoir Company. Please refer to page 5 of that memo <br />and to the section "Action taken by the CWCB September 22, 2003." <br />When the Board approves a Small Project Loan from the Construction Fund there remain <br />several conditions: <br />a) A Feasibility Studv must be com lep ted" We have reviewed the July 2003 study <br />titled Feasibility Study, Grand Mesa Reservoir Company, Outlet Projects, Grand <br />Mesa Reservoirs One & Nine, prepared by the Grand Mesa Reservoir Company <br />using technical information provided by the City of Grand Junction. Please <br />continue to work with John Van Sciver to update the report to include the <br />expanded scope of the project. <br />
