the Bureau of Reclamation to prepare a report on the feasibility of <br />the Armel unit, and if the project is justified, the construction <br />of the unit. <br />In 1965 the Congress enacted the Federal Water Project <br />Recreation Act. As a rider to the provisions of that Act, there <br />was inserted as Section 8 the following provision: <br />"Effective on and after July 1, 1966, neither the <br />Secretary of the Interior nor any bureau nor any person <br />acting under his authority shall engage in the preparation <br />of any feasibility report under reclamation law with respect <br />to any water resource project unless the preparation of such <br />feasibility report has been specifically authorized by law, <br />any other provision of law to the contrary notwithstanding." <br />As a result of the statutory language above quoted it will <br />be necessary to secure congressional authorization in order to con- <br />duct a feasibility investigation of the Armel unit. The Department <br />of the Interior has indicated that it will support the necessary <br />authorizing legislation in its proposed feasibility authorization <br />bill of 1968.
