Local Partici ap tion <br />The interest of local people is evidenced by the endorsements attached to <br />the application and by a meeting with representative leaders on April 29, <br />1955 at Castle Rock. At this meeting those present voiced the opinion that <br />up to $1.00 per acre cash contribution could be raised by local people or <br />approximately $246,000 over a five year period, not including values of <br />easements, water rights, ante. <br />11. Time to Complete Pro eat. <br />We recommend that structural program be installed in about five years or at <br />the same pace that land treatment measures are installed by farmers and <br />ranchers. <br />12. Statement <br />It is believed that the project is economically feasible by comparison with <br />the Kiowa drainage but it is realized that this may not be true since land <br />treatment measures cannot be included in benefit -cost ratios on the Cherry <br />Creek area. <br />It is doubtful whether even a fifty -fifty minimum sharing of costs can be <br />attained by the sponsor even though a representative group state their opinion <br />that about 4 , 246,000 can be raised by taxing processes. It is realized that <br />this amount probably will not meet the contribution which would be expected <br />of the sponsor but the party believes that the sponsor would go further than <br />stated above through employment of taxing provisions under the Colorado state <br />statute. <br />
